In sports business, shiny renderings sell stadium dreams. Legislative velocity decides whether a single shovel ever hits the dirt.

While Springfield let its spring session run out without a stadium bill or property-tax certainty for Arlington Heights, Indiana ran a fast break that caught Chicagoland flat-footed.

1. The fast break

In 2025, Rep. Earl Harris Jr. authored HEA 1292, creating the Northwest Indiana Professional Sports Development Commission and carrying forward the decades-long push of his late father, Rep. Earl Harris Sr. In February 2026, Gov. Mike Braun signed SEA 27, standing up the Northwest Indiana Stadium Authority and a $1 billion public infrastructure framework backed by 30-year bonds.

Teams wait for certainty, not sentiment.

2. Twenty-five minutes to the gates

On March 31, 2026, NICTD opened the West Lake Corridor. Board at Millennium Station and you’re at the Hammond gateway in about 25 minutes — no Lake Shore Drive, no Museum Campus shuttle.

4. August 13: certainty over sentiment

On August 13, 2026, Bears President & CEO Kevin Warren called Hammond the franchise’s “sole focus.” Indiana didn’t offer encouragement. It offered signed law, a funding framework and a rail line that already runs.

Nostalgia builds museums. Executable infrastructure builds stadiums.
